Some people might not consider a weblog a CMS. However, weblogs are a) becoming increasingly more complex, with more add-ons and features and b) whether it is news or personal ramblings, these are content items which are easier to deal with if they are "managed" in some way.
This section is going to deal with scripts that you install on a server / webspace somewhere. There are other systems, like LiveJournal, Blogger, TypePad etc. etc. that let you use and host the tools directly on their site.
Also, since this is under the PHP hierarchy, I'm passing on otherwise decent systems like Bloxsom and Movable Type.
